A Pakistani national residing in Canada, Muhammad Shahzeb Khan, has been arrested for allegedly plotting a terrorist attack in New York City. According to the U.S. Department of Justice, the 20-year-old planned the attack around October 7, one year after the Hamas attack on Israel.

Khan was charged with attempting to provide material support to the Islamic State of Iraq and al-Sham (ISIS). The investigation revealed his intent to carry out a mass shooting targeting Jewish people in Brooklyn, New York. Attorney General Merrick B. Garland highlighted the gravity of Khan’s alleged intent, emphasizing the plan to commit violence in the name of ISIS.

FBI Director Christopher Wray praised the efforts of the FBI and its partners in thwarting Khan’s plan. He assured that the FBI remains committed to fighting terrorism and holding accountable those who plot violent acts in the name of extremist organizations.

The complaint against Khan outlines that he attempted to travel from Canada to New York City to execute his plan. Starting in November 2023, Khan began posting ISIS propaganda and communicating with others on encrypted messaging apps about his support for ISIS.

Khan’s communications with undercover officers included detailed plans to acquire AR-style rifles, ammunition, and other materials necessary for the attack. He also pinpointed specific locations for the attack and discussed his strategy for crossing the border from Canada.

Khan considered October 7 and October 11 as optimal dates for his attack, linking his timing to the anniversary of the Hamas attack on Israel and Yom Kippur, a significant Jewish holiday.

Charged with one count of attempting to support a foreign terrorist organization, Khan faces up to 20 years in prison if convicted. A federal district court judge will determine his sentence based on sentencing guidelines and other factors.

This case underscores ongoing concerns about domestic terrorism and the need for vigilant law enforcement. The FBI continues to collaborate with partners to prevent violent acts and address threats posed by extremist groups.
