Kerala’s Historic Achievement: The First ‘Extreme Poverty-Free’ State in India

On November 1, 2025, Kerala will make history as India’s first state to be declared free from extreme poverty. Chief Minister Pinarayi Vijayan will announce this milestone at Central Stadium, Thiruvananthapuram. The celebration will also mark Kerala Piravi Day, the state’s formation day.

What Is Extreme Poverty?

Extreme poverty means living without basic necessities such as food, shelter, clothing, healthcare, or education. The World Bank defines it as surviving on less than $2.15 (around ₹180) per person per day. In India, poverty is also measured using multiple factors, including nutrition, housing, sanitation, education, and access to basic services, tracked through NITI Aayog’s Multidimensional Poverty Index (MPI).

How Kerala Eradicated Extreme Poverty

In 2021, the government started the Extreme Poverty Eradication Project (EPEP). First, officials identified families living in extreme poverty. Then, they created micro-plans to address each family’s specific needs.

Key Actions

  • Housing support was given to 3,913 families. Another 5,651 families received up to ₹2 lakh for home repairs.
  • Land was provided to 1,338 families for building new homes.
  • Over 21,000 people received important documents like ration cards, Aadhaar, and voter IDs.
  • Healthcare and education support was extended to all families in need.

The project succeeded because local self-governments, Kudumbashree, and community members worked closely together. They helped ensure the plans fit the local culture and reached everyone in need.

Challenges Faced

Some families could not be traced due to migration. To solve this, the government set up continuous follow-ups to ensure long-term support.

Celebrating the Achievement

Kerala will celebrate with a grand ceremony and cultural programs across the state. Film stars Mohanlal, Mammootty, and Kamal Haasan will attend. State ministers and the Leader of the Opposition will also join the event.

Global Significance

Kerala has become the second region in the world to end extreme poverty. This achievement shows that careful planning, strong leadership, and community participation can make a real difference.
