During a recent event at Indus X in Palo Alto, California, former US Secretary of State Condoleezza Rice addressed concerns surrounding Prime Minister Narendra Modi’s visit to Russia. Rice argued that the US should not subject India to a constant “loyalty test,” emphasizing the enduring and bipartisan nature of US-India relations.

Rice, who now serves as a Director at the Hoover Institute at Stanford, highlighted the deep-rooted interests that bind the two nations, despite India’s pursuit of strategic autonomy. She reassured that these shared interests would ultimately fortify the partnership between the US and India.

The former Secretary of State dismissed concerns over Russian military equipment, labeling it as “junk” and suggesting that Modi’s visit to Moscow would have minimal impact on defense matters. She noted that the US has been slow in enhancing military cooperation with India and missed some crucial opportunities.

Rice also touched on the challenges posed by the close relationship between Chinese President Xi Jinping and Russian President Vladimir Putin. She emphasized that while the Cold War era presented its own challenges, the current geopolitical landscape—with China’s technological and economic integration—is even more complex.

Describing China as a formidable rival, Rice pointed out that China’s advanced technology and global integration create a tougher situation for the US compared to the Cold War’s military-focused confrontation with Moscow.

Rice’s insights reflect her significant role in the US-India relationship, notably through her efforts in advancing the Indo-US civil nuclear deal during the George W. Bush administration.

In recent months, PM Modi has visited both Russia and Ukraine, with his diplomatic efforts including a discussion with Putin on August 27, shortly after meeting Ukrainian President Volodymyr Zelensky.

India has reiterated its commitment to supporting a feasible and mutually acceptable resolution to the Russia-Ukraine conflict. Additionally, National Security Advisor Ajit Doval is expected to visit Moscow this week to engage in discussions aimed at addressing the ongoing conflict.
